Public Administration – a key mechanism in the development of municipalities

Kosovo Local Government Institute (KLGI) organized a training session entitled ‘Challenges of Municipal Administration towards the Public Administration Reform’, which took place in the Municipality of Vushtrri. The focus of the training session was placed on the Package of Public Administration Laws which includes the Law on the Organization and Functioning of the State Administration, the Law on Public Officials and the Law on Salaries.

Participants in this training session included: municipal officials, directors and municipal assembly members from seven (7) municipalities of the Republic of Kosovo (Mitrovica, Vushtrri, Drenas, Klina, Podujeva, Kamenica and Partesh). It was a good opportunity for the participants to enhance their knowledge and practices with regard to the importance of the municipal administration after the approval of the package of Laws.

The Law on Public Officials aims to establish a legal framework for the employment of public officials based on merit, moral integrity, impartiality and sustainability. This draft law regulates work relations for all public officials, excluding officials that have a special public status.

The Law on Salaries defines the salary system for public officials, as well as the rules for determining the salaries of employees in public enterprises in the Republic of Kosovo. This draft law establishes a homogeneous payroll system for all employees in the public sector by defining the salary and its components.

The Law on State Administration defines the rules for the organization and functioning of the state administration and independent agencies established by the Assembly of Kosovo. The purpose of this draft law is to create a coherent legal framework for the establishment, accountability and performance of these institutions.

After completion of the session, the participants visited the cultural and historical heritage sites in the Municipality of Vushtrri.
