Kosovo Local Government Institute (KLGI) in cooperation with the Royal Norwegian Embassy is implementing the project “Dialogue for European Municipalities (DEM).

The purpose of DEM project is to strengthen local governance through: advancement of inter-institutional cooperation in policy making; capacity building and expansion of good practices; prioritization and strengthening of the local governance agenda; promotion of digitalization, innovation; and strengthening regional dialog and cooperation.

The project intervenes in three (3) components:

(1) Strengthening of Regional Dialogue and Cooperation; through this component, KLGI aims to increase cooperation and dialogue between local authorities in the region. This component aims to create a platform for regional dialogue, communication, cooperation, exchange of practices, identification and promotion of joint initiatives for building joint programs and applications in development funds (IPA, Regional Funds). (2) Strengthening Inter-institutional Dialogue in Policy Development and Capacity Building; Through the strengthening of inter-institutional dialogue, the aim is to identify, address and harmonize policies and legislation. Simultaneously, to clarify the competences and obligations, advance the interaction and increase the role of the central level in the technical, operational and financial support of the municipalities. (3) Promotion of digitalization; Advocacy for local policies and municipal promotion; This component contributes to the growth of professional thematic groups and municipal advocacy through summary data that promotes municipalities and their achievements (information about local government, debates related to local government and addressing and responding to municipal interests and priorities).

Citizen Engagement Activity (CEA) is a five-year program of Kosovar Civil Society Foundation (KCSF), financed by the United States Agency for International Development (USAID), and implemented in cooperation with the Kosovo Local Government Institute (KLGI), and other partners. The program will support numerous activities aimed at improving the relation of civil society with citizens, cooperation within the sector and other sectors, as well as the diversification of civil society resources beyond foreign donor funds in order to strengthen participation in decision-making and increasing the transparency and accountability of public institutions and Civil Society Organizations to the public.

CEA will contribute towards achieving the following objectives:

Objective 1: Strengthening the cooperation of civil society with citizens of Kosovo, encouraging community activation, and increasing demand for accountability.

Objective 2: Partnerships building within and between sectors and increasing trust between CSOs, citizens, private sector and public institutions.

Objective 3: CSOs with increased knowledge and skills that utilize the improved legal framework and develop a culture of supporting non-profit activities from local and diaspora resources.

Kosovo Local Government Institute – KLGI, is the implementing partner of this project, which will be engaged in the framework of objectives I and III. Our focus will be in increasing civil society capacities in monitoring the minimum standards of public consultation at the local level and monitoring public funds given to civil society organizations.

Local Governance Academy is an advanced training program targeting local governance officials, line ministers and civil society actors. LGA program is focused on elaborating of the modern concept of local governance through training modules, exchange of experiences and acquisition of good practices through study visits.

By providing the educative platform for ten generations, the LGA program has offered trainings for municipal officials, local government and civil society actors that represent all municipalities of Kosovo. The LGA program offers lectures by professionals, discussions, debates, group work and regional study visits in the field of local government.

The main beneficiaries of this project are municipal officials, line ministries and civil society representatives.

Support for Stronger and Sustainable Municipalities (SSSM) a project implemented by Kosovo Local Government Institute (KLGI) during the years 2017-2021, supported by the Royal Norwegian Embassy.

The KLGI Institute, through the SSSM project, has aimed to improve the functionality, stability and performance of municipalities through a number of interventions which result in the continuous reduction of the ambiguities of legislation and policies.The overall aim of the project is the support of the program for inter-institutional cooperation and coordination which have influenced capacity building in the formulation of policies and local autonomy. An essential element of this program is capacity building and the increase of transparency and accountability, through active community participation, inter-community cooperation and active involvement of civil society.

The implementation of this project aimed at achieving a well-informed and comprehensive consultation process with the necessary expertise for policy/legislative development; Increasing consultations, coordination and cooperation within/inter-municipal, inter-community, as well as central-local; Capacity building and enhanced practices to make sustainable municipal planning an integral part of local governance; Inclusion of community groups, young professionals and non-majority groups in policy and decision-making processes.

The Community Justice Mapping in Kosovo is an implemented project by KLGI Institute and supported by USAID. The main objective of this project is to develop and provide recommendations for improving access to justice in Kosovo. The main goal of the project was to develop an exploratory analysis under the grant scheme, which provides insights into the experiences, views and solutions that under-represented groups consider important to address in order to have adequate access to justice.

This report presents the data collected through a methodology combining the analysis of strategic documents, reports, direct interviews and surveys with 367 citizens from the target groups: women, persons with disabilities, the LGBTI community, the Roma, Ashkali and Egyptian communities, non-majority Serbian, Turkish and Bosnian communities, the elderly and people with low financial income. The questionnaires were designed to first measure the economic and social condition of the respondents, to continue with the measurement of their legal knowledge, knowledge of the media, and finally to measure the need for free legal aid of the citizens.

The main beneficiaries of this project are under-represented groups: women, persons with disabilities, LGBTI community, Roma, Ashkali and Egyptian communities, non-majority Serbian, Turkish and Bosnian communities, the elderly and people with low financial income.

Kosovo Local Government Institute (KLGI) in cooperation with Kosovar Civil Society Foundation – KCSF and with support of Swiss Cooperation Office Kosovo (SCO-K) and the Ministry of Foreign Affairs of Denmark (DANIDA) have implemented Institutional Grand of DSP, a project that aimed to intervene in the strengthening municipal capacities, recognizing the values, specifics and features.

The main goal of the project was to restore local governance to the main priorities of the development agenda, thus making local governance more proactive. The main objectives of the project include: (1) Good governance – strengthening transparency, accountability, oversight and consultation, (2) Increasing performance– providing local services/meeting the needs of the end user, (3) Economic Development, Local Finances – Increasing economic sustainability and improving the management of local finances (4) Strategic dimensions – supporting services in sectoral areas.

The main beneficiaries of this project are municipalities and local authorities. Other beneficiaries of the project include civil society and citizens.

Duration: 2016 – 2018

The overall objective of Youth Engagement program in Local Democracy was to engage youth who aim to be directly involved in local governance. The focus group of this program were NGO’s, students, local media, activists and under-represented groups in Kosovo.  The program has enabled the development of debates, exchange of information, group work and networking between youth from the targeted municipalities. The program has gathered many assembly members including the broad spectrum of party representation in municipalities. The programmatic approach was based on the following pillars: Organizational management; Political analysis; Political communication; and Election Campaign. The selection format was based on equal representation, with delegation from political parties of three (3) participants. This program contributed in increasing the knowledge and competences of youth for local governance, as well as to the exchange of experiences between youth who participate and contribute in different political parties.

The main beneficiaries of this project are the youth. Other beneficiaries of the project include NGOs, activists and under-represented groups.
