Analysis “Social Services in Municipalities – Funding Trends 2010–2023”

The Kosovo Local Government Institute – KLGI has published the analysis “Social Services in Municipalities – Funding Trends 2010–2023”. The analysis identifies challenges in the funding of social services at local level in 2010, 2013 and 2023.

The report identifies the need for municipalities to place greater focus on funding social services, and at the same time to fill the managerial and professional capacity gaps in social service delivery.

The report also highlights that there has been only a small increase from own-source revenue, and this is seen mainly in a few municipalities, particularly the large municipalities that have greater capacity to collect own-source revenue.

The analysis was carried out as part of the programme “Dialogue for European Municipalities (DEM)”, supported by the Royal Norwegian Embassy in Kosovo.
