KLGI organised a study visit for the working group to the State Social Service in the Republic of Albania

The Kosovo Local Government Institute is organising a three-day workshop (30 May – 1 June) in the Republic of Albania with the Working Group for preparing the funding formula for the Specific Grant for Social Services in the Republic of Kosovo.

On the first day of the visit, the delegation was received at the State Social Service of the Republic of Albania by the Deputy Director General, Ms Lida Leskaj, to learn at first hand about the reform process in the field of social services funding in the Republic of Albania.

The meeting focused on the reform process that the Republic of Albania has followed, in particular its achievements in creating a specific standard for the provision of social services, which represents a good model of reform in the region.

The Working Group learned at first hand about the achievements, challenges and lessons that can be adapted to the context of the Republic of Kosovo in this process.

The methodology for funding social services applied in the Republic of Albania is a mechanism through which financial support is provided with the aim of improving the standards of existing social service provision, planning and creating new services that are lacking, and developing social policies at the central and local levels.

Such a mechanism enables funding across the whole territory, while also balancing its distribution according to needs at the local level.

The funding formula for social services in the Republic of Kosovo being prepared by the Working Group aims to guarantee a mechanism for ensuring the funding of minimum standards and new policies for these services.

As part of the visit, a two-day workshop of the working group for preparing the funding formula for the Specific Grant for Social Services in the Republic of Kosovo will be held.

This activity was carried out within the project ‘Support for Stronger and More Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
