The Kosovo Local Government Institute (KLGI) organised a training session on the amendments to the Law on Granting the Use and Exchange of Municipal Immovable Property, which addressed the legal changes to the form and procedures for granting the use and exchange of the municipality's immovable property.
Participants in this training session were representatives of the Directorates for Property and Urban Planning from Kosovo's municipalities and of the Ministry of Local Government Administration. The discussion compared the shortcomings of the previous Law and some ambiguities in the current Law, pending their clarification through secondary legislation on the procedures for Granting the Use and Exchange of Municipal Property.
The amended Law aims to ensure the effective use of the municipality's immovable property for sustainable economic development, an increase in the value of the municipality's immovable property and the fulfilment of the general interest. This law also regulates and sets out the procedures and forms for granting the use and exchange of the municipality's immovable property, as well as the procedures for transferring immovable property administered by central institutions to municipal ownership.
Participants expressed interest and asked for further meetings to be held in future so that this law serves and helps municipalities to implement their strategies for local economic development. At the same time, it was agreed that, through discussions, the sharing of experiences and clarifications through secondary legislation, this instrument should be turned into an opportunity for local economic development.
The KLGI Institute works, through educational programmes, to build the capacities of the country's municipalities.
This activity is being carried out within the project ‘Support for Stronger and More Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
