KLGI supports the process of reviewing the Law on Local Self-Government

The Kosovo Local Government Institute (KLGI) organised a second workshop on the topic ‘Identifying ambiguities and legal conflicts and addressing them in the process of reviewing the Law on Local Self-Government’. Chairpersons and officials from Municipal Assemblies discussed the issues that need to be addressed in the preliminary process of amending/drafting the Law on Local Self-Government.

The focus was on the need to clarify competences, in particular the responsibilities of municipalities and the system of oversight of the legality of municipal acts. At the same time, changes to the Law on Local Self-Government should be reflected in secondary legislation, while also building mechanisms that help reduce legal ambiguity and conflict.

The problems that Assemblies have faced in practice in their work were also addressed, and recommendations were made that will serve the working group in the process of amending/drafting the Law on Local Self-Government.

The KLGI Institute aims to support the process, in particular to increase stakeholders’ ownership in drafting policies and legislation, while also supporting institutions in effective implementation.

This activity was carried out within the project ‘Dialogue for European Municipalities (DEM)’, under its component of support for policy/legislation and capacity building, funded by the Royal Norwegian Embassy in Kosovo.
