Mr Muçaj stressed that even eight years after decentralisation there is a need to review legislation in the field of local governance, with emphasis on improving financial planning and control and strengthening financial autonomy. There was a shared finding that, in the process, planning must be improved so that it is sustainable and in harmony with municipal strategic orientations and the macro-fiscal framework. In line with this, the auditor’s recommendations would be addressed.

The forum concerns the budgeting process and improving communication between central and local institutions. During the forum, discussions were also held which brought out the problems municipalities face and the requests they have. These meetings bring together senior representatives of the central and local levels and local and international organisations working in the field of local governance.

The forums are organised by the Ministry of Finance, supported by the OSCE Mission in Kosovo.
