A workshop on “Advancing practices for the efficient management of public services; inter-municipal cooperation and the management of shared residential spaces” was held at the premises of the KLGI Institute. Presenters at the event were Mr Besnik Kamberaj from the MLGA and Mr Driton Tafallari from the organisation Developing Together.
Speaking about shared services between municipalities, it was stressed that the opportunities offered by the Law on Inter-Municipal Cooperation should be borne in…mind. This is in view of the fact that this is a practical instrument/platform for local development aimed at advancing the interests and welfare of citizens. At the same time, it was highlighted that this mechanism is not being used sufficiently by municipalities, particularly for joint strategic projects.
As regards public and residential spaces, it was said that municipalities and all other actors should provide genuine, strategic, balanced, inclusive and integrated planning, touching on many sectoral areas and every dimension of life, from housing planning to strategic plans.
At the end of the workshop, the shared conclusion was that it is essential to establish structured communication between levels of government as a mechanism for addressing the challenges that arise, from the implementation of legislation to the sustainable funding of services.
This activity took place within the framework of the project “Strengthening the capacities of strategic municipal sectors”, supported by the Ministry of Local Government Administration.
