A positive step towards the sustainable financing of Municipalities

At the 75th meeting of the Government of the Republic of Kosovo, the Concept Document on Local Government Finances was approved. The approval comes after lengthy joint work between the Ministry of Finance, the KLGI Institute and the actors involved, thereby ensuring a broad consultation process, professional and technical support, analyses and joint work in the working group, which included the Line Ministries, the Association of Kosovo Municipalities, the DEMOS Project and civil society.

The concept document sets out the current challenges, an analysis of options and proposals for improving policy/legislation in the field of local government finances. The process of amending the Law on Local Government Finances comes after ten years of experience in implementation. Improving this process ensures sustainable financing in line with municipal competences.

The KLGI Institute is continuing to provide professional and technical support to the Ministry of Finance and the actors involved in the process of drafting the Draft Law, ensuring at this stage too broad consultation with actors and specific support for the working group. The KLGI Institute will also contribute to this process in the legislative stages in the Assembly of Kosovo, thus completing a cycle in the drafting of the Law on Local Government Finances.
