The Kosovo Local Government Institute (KLGI), within the programme “Local Governance Academy (LGA)”, continued with the second day of the workshop on the topic “Social Welfare and Social Services”.

The aim of the meeting is to increase participants’ knowledge of the model for decentralising social services, the delivery of these services and their financing. The training also discussed the legal basis regulating social services in the Republic of Kosovo.

Social policies are a set of public policies that aim to ensure social protection and welfare as a moral and political requirement. Above all, municipalities have full and exclusive competences, insofar as they concern local interest and while respecting the standards set out in applicable legislation, in the provision of family services and other social welfare services.

However, it is evident that state institutions must provide appropriate financial support for the provision of social services, as this represents an effective investment and an essential element in improving citizens’ lives.

In this respect, municipal plans for social services are an important instrument and can pave the way for greater coordination and efficiency in implementing new policies, the Law on Social and Family Services, and other laws that aim to regulate social policies in the Republic of Kosovo.

The LGA is an advanced training programme focused on elaborating the modern concept of local governance through training modules delivered in the form of lectures, discussions, group work, information exchange and study visits.

KLGI is dedicated to analyses and studies that contribute to effective local governance practices in Kosovo. Through its educational programmes, it also works on building the capacities of the country’s municipalities.

The activity was carried out within the framework of the programme ‘Dialogue for European Municipalities’ (DEM), supported by the Royal Norwegian Embassy in Prishtina.
