KLGI held a workshop on framing the document on the funding formula for social services

The Kosovo Local Government Institute (KLGI), continuing its support for the Ministry of Labour and Social Welfare (MLSW), organised a further workshop of the Working Group for preparing the funding formula and criteria for the Specific Grant for Social Services”.

The meeting discussed forms of funding for social services based on the Draft Law on Local Government Finance, the Draft Law on Social and Family Services and the Law on Child Protection.

The Specific Grant for Social Services serves to fund the cost of providing social services at the municipal level based on minimum standards. The funding criteria are intended to address the problems in current funding and the new policies in this field.

This document aims to resolve the problems identified by defining the responsibilities and competences of central- and local-level institutions and of the providers of these services, improving access to services by bringing them closer to citizens, classifying and organising services, raising quality, and ensuring sustainable funding of these services.

This document will also further complete the mosaic so that, in future, social services have financial sustainability in addition to decentralisation. Above all, public budgets must ensure adequate financial support for the provision of social services, as this represents an effective investment and an essential element in improving citizens' lives.

The organisation of this workshop continues the KLGI Institute's commitment to supporting institutions with a view to the sustainable regulation of the local level in Kosovo.
