The Kosovo Local Government Institute (KLGI), in support of the Ministry of Labour and Social Welfare (MLSW), organised a virtual workshop on “Planning the funding of social services at the local level”.
Participants in this training session were representatives of the Directorates for Health and Social Welfare (DHSW) and the Centres for Social Work (CSW) at the local level.
The purpose of the meeting was the planning of social services funding at the local level and funding through the grants committee. The meeting reviewed the proposal of the Ministry of Labour and Social Welfare for a Grants Committee to fund social services; the municipalities' budget planning for 2021; and the additional impact resulting from the COVID-19 pandemic.
In this context, to increase sustainability in planning and funding, the MLSW and the Health and Welfare Collegium of the Association of Kosovo Municipalities have drafted a model Municipal Plan for Social Services, which will serve to harmonise priorities with the Annual Budget and the Medium-Term Expenditure Framework.
Municipal Plans for Social Services are an important instrument and can pave the way for greater coordination and efficiency in implementing new policies, such as the Specific Grant for Social Services, through the Law on Local Government Finance and the Law on Social Services.
The Specific Grant for Social Services and the Law on Social Services aim to provide sustainable funding for social services at the municipal level based on minimum standards. It is evident that public budgets must ensure adequate financial support for the provision of social services, as this represents an effective investment and an essential element in improving citizens' lives.
The organisation of this workshop is part of the component for advancing public policies at the local level, within the programme “Support for Stronger and More Sustainable Municipalities (SSSM)”, funded by the Royal Norwegian Embassy in Kosovo.
