Continuing its support for the Ministry of Finance in the process of drafting the Draft Law on Local Government Finance, the KLGI Institute organised a three-day workshop with the working group (21 – 23 March), held in Durrës, Albania.
Participants in this workshop were the working group led by the Ministry of Finance, with the involvement of line ministries (the Ministries of Health; Education; Labour and Social Welfare; and Local Government Administration), as well as representatives of municipalities, the Association of Kosovo Municipalities, the Swiss DEMOS project and the KLGI Institute.
The Law on Local Government Finance is one of the basic pillars ensuring the efficient and effective functioning of the local financial system in the Republic of Kosovo. This law also clearly defines the funding of centralised functions, as well as better representation of municipalities' interests in the Grants Commission.
This law will provide legislative experience with local government finance, while ensuring that municipalities are sustainable by meeting basic needs and providing quality services. Beyond this, it strengthens municipalities' autonomy and discipline in financial management, also helping to improve planning. The draft law aims to set principles, criteria and a balance in government investments, while stimulating municipal performance.
The KLGI Institute will continue to support the Ministry of Finance in this process, including this workshop and the stakeholder consultation component.
This activity was carried out within the project ‘Support for Stronger and More Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
