Continuing its support for institutions, the Kosovo Local Government Institute (KLGI) provided technical and professional support to the workshop on the ex-post evaluation of the Law on Local Elections in Kosovo, organised by the OSCE Mission in Kosovo and the Ministry of Local Government.
Participants in the workshop were the Working Group for the ex-post evaluation of the Law on Local Elections in Kosovo, which includes representatives of the Ministry of Local Government (MLG), the Association of Kosovo Municipalities (AKM), the OSCE Mission, the Central Election Commission (CEC) and the KLGI Institute.
The working group discussed the draft ex-post evaluation of the Law on Local Elections in Kosovo in order to examine the challenges facing the electoral system at local level.
The discussion focused on several areas of interest, such as: the basic principles of the Law on Local Elections in Kosovo; voting outside Kosovo; gender representation; the election of local government bodies; elections for Municipal Assemblies; and mayoral elections.
Ex-post evaluation is seen as a very important process in ensuring that primary and secondary legislation is implemented effectively and that legislation is properly reviewed. For 2020, the Ministry of Local Government planned to carry out an ex-post evaluation of the Law on Local Elections in Kosovo, as an important law that affects the election of local government bodies.
In this regard, the Government of Kosovo has drafted a guide that will be used during the evaluation of this law. At the same time, the Law on Local Elections in Kosovo is closely linked to the system of local government in Kosovo. The Law on Local Elections should therefore be analysed in relation to the Law on Local Self-Government.
In this context, ex-post evaluation is seen as very important in ensuring the effective implementation of primary and secondary legislation; above all, this analysis is based on best practices and regulatory principles and aims to put into operation a comprehensive methodology for better regulation.
This discussion was part of the professional support the KLGI Institute is providing to institutions in capacity building and the drafting of policies and legislation in the field of local governance.
This activity was carried out within the project ‘Support for Stronger and Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
