The Kosovo Local Government Institute (KLGI), in support of the Ministry of Regional Development (MRD), organised a workshop to present the strategic documents drafted by the MRD during 2020.

During the workshop, the following documents were discussed and presented: the Regional Development Strategy 2020 – 2030; the Explanatory Document on Regional Policies in the European Union; the Analysis of capital investments in development regions for 2019; the Analysis of Subsidies and Grants for 2019; a presentation of the MRD budget 2021-2023; and the Law on Public Officials and the new implementing regulations.

Balanced regional development as a policy is considered on economic, social and also political grounds. Balanced regional development therefore cannot be achieved without building the capacities of the regions so that there is genuine inter-regional competition. Above all, measures need to be taken to raise inter-regional competitiveness in order to achieve higher levels of productivity, employment and prosperity.

In this respect, the focus should be on setting the long-term goals and priorities of regional development policy, which enables the coordination of other sectoral policies for balanced regional socio-economic development in Kosovo. At the same time, regional planning should include not only joint measures to establish balance between regions but, above all, the articulation of solutions through the instruments and practices that regional policy should bring for each development region.

Balanced regional development aims to reduce disparities in socio-economic development and to raise the quality of life in development regions. Balanced regional development cannot be achieved without building the capacities of the regions so that there is genuine inter-regional competition.

This discussion was part of the professional support the KLGI Institute is providing to institutions in capacity building and the drafting of policies and legislation in the field of local governance.

This activity was carried out within the project ‘Support for Stronger and Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
