Municipal procedures simplified for dealing with COVID-19

The KLGI Institute welcomes the Legal Circular on the Implementation of Government Decisions for the Prevention of the COVID-19 Virus, issued by the Ministry of Local Government Administration (MLGA).

This circular lists the measures provided for by the government's decisions on preventing COVID-19 and, furthermore, suspends the administrative procedures for reviewing the legality of municipal acts relating to the financial aspects of dealing with the public health emergency.

Furthermore, in order to prevent the risk of spreading COVID-19, the MLGA allows the Municipal Administration to communicate through video conferences, and also allows decision-making to take place in open spaces that avoid the risk.

This Legal Circular comes at an important moment, when Municipal Assemblies need to take decisions on transferring budget funds, in accordance with the legislation in force, into budget sub-programmes up to 5% to manage the situation.
