The Programme Manager at the KLGI Institute, Mr Valmir Gashi, took part in the fourth workshop of the Regional Decentralisation Observatory (RDO), organised by NALAS and supported by the OSCE, held in Skopje on 13–15 November. This regional workshop tested the RDO methodology and indicators. Participants included representatives from Romania, Bulgaria, Croatia, Albania, Kosovo, Macedonia, Bosnia and Herzegovina, Serbia and Montenegro.
Mr Gashi presented at this workshop together with the Kosovo delegation, led by the Association of Kosovo Municipalities and a municipal representative. The assessment index covers several key areas, ranging from the autonomy of local government; the quality of municipal services; participation and accountability; to the involvement of associations in policy dialogue.
This index is an important instrument for measuring the results of municipalities and for gauging alignment with European standards in service delivery. The KLGI Institute will also use the lessons learned in its focused assessments of municipal areas.
