At a public hearing organised by the Parliamentary Committee on Public Administration, Local Government and Media on the amendment of the Draft Law on the Capital City, the positions of the KLGI Institute were presented by its Executive Director, Besnik Tahiri.

The positions of the KLGI Institute are as follows:

The additional funding of 4% should be based on a functional assessment, clearly specifying which areas should be supported with additional funding.

With the additional competences, according to KLGI, funding should focus on:
1. Strengthening the Municipal Assembly and functional bodies
2. Establishing new public enterprises
3. Secondary healthcare
4. Public safety in the capital

Mr Tahiri stressed that capital cities such as Zagreb can offer good examples in the management of finances and public services (in organising the holding model). In this context, an assessment of good regional models could facilitate the work in this process.

Finally, Mr Tahiri added that improving the Law and adopting it quickly would open new development opportunities for Prishtina, given that Prishtina is the administrative, diplomatic, university, health and cultural capital. Tahiri also said that the KLGI Institute will continue to support this process, as a sound initiative in the reform process that strengthens democracy and local development.
