The Kosovo Local Government Institute (KLGI) is contributing to a series of meetings being organised by the Ministry of Local Government (MLG) and the DEMOS project with municipal performance coordinators.
The latest meeting was organised with the performance coordinators of the municipalities of North Mitrovica, Zveçan, Leposaviq and Zubin Potok on the implementation of the Regulation on the Municipal Performance Management System and the Performance Grant.
The workshop aimed to increase these municipalities’ knowledge for the efficient implementation of this regulation and of technical reporting in the municipal performance report.
The municipal performance report presents the results of municipalities across a number of areas of competence for which they are responsible.
Measuring and assessing municipal performance, as a process, requires strict application of predetermined rules, guidelines, standards and deadlines. Above all, it is a process based on verified data on the services provided by the various sectors of the municipal administration.
The municipal performance grant, meanwhile, aims to encourage competition between municipalities, stimulating them and encouraging municipal compliance with minimum legal standards and real performance. Above all, municipalities must meet minimum conditions each year in order to qualify for the grant on an annual basis.
This discussion is supported within the framework of the professional support the KLGI Institute is providing to institutions in capacity building and the drafting of policies and legislation in the field of local governance.
This activity was carried out within the project ‘Support for Stronger and Sustainable Municipalities (SSSM)’, funded by the Royal Norwegian Embassy in Kosovo.
