A focused debate meeting was held at the KLGI Institute’s premises, where Mr Besnik Tahiri, Executive Director of the KLGI Institute, together with his team, received Mr Sean J. Osner, Director of Democracy, Governance and Human Rights Programmes – USAID (Jordan), and Mr Arianit Shehu, Director of the National Democratic Institute – NDI (Jordan).

The purpose of the meeting was to learn about and become familiar with the KLGI Institute’s programmes; good practices in institutional reform; institutional engagement and efforts in delivering quality services; and the process of decentralisation and the functioning of local government in Kosovo.

The discussion focused on the role and impact of the KLGI Institute’s programmes in local governance and the decentralisation process in Kosovo and Jordan. The key role of international organisations was also stressed, with an emphasis on American political and development programmes such as USAID and NDI, in the democratisation and reform process in the respective countries.

It should be stressed that the lessons learned from the Kosovo context will serve to help Jordan’s institutions apply the best models from Kosovo. The capacity-building efforts developed by Kosovo’s institutions, international support and the path of reform followed to strengthen service delivery at both levels (central and local) were also discussed.
